On Sunday July 14, around 5:30 p.m., Kamloops RCMP frontline officers were called to Victoria Street West where a man had allegedly been assaulted in front of City Hall. Officers located a victim, who was transported to hospital by ambulance, as well as a number of people in the area who were known to police. On June 7, 2024, around 8 a.m., Kamloops RCMP frontline officers responded to a residential complex on the 200-block of St. Paul Street, and while en route, received several more calls indicating that the same man was jumping off balconies and stating someone was in his unit and a kidnapping had occurred.
